NEW DELHI : India cannot accept a global warming treaty that would stall its drive to lift millions out of poverty, Premier Manmohan Singh said as he left for the final phase of UN climate talks in Copenhagen.

Singh is among the world leaders descending on the Danish capital for the final two days of a summit blighted by bitter wrangling that could wreck efforts to draw up a sweeping pact to combat global warming.

Singh said he looked forward to “constructive deliberation” but stressed that the developed world needed to address the concerns of poorer nations over the impact of any proposed agreement on their economic growth.

“Climate change cannot be addressed by perpetuating the poverty of the developing countries,” he said in a departure statement released by his office. India went to the Danish capital with an offer to reduce its carbon intensity by 20 to 25 percent by 2020, compared to 2005 levels.

“We are willing to do more provided there are credible arrangements to provide both additional financial support as well as technological transfers from developed to developing countries,” Singh said.

The fraught negotiations in Copenhagen received a shot in the arm Wednesday when wealthy nations pledged some 22 billion dollars to fund the fight against global warming.

India remains steadfastly opposed to binding emission cuts and has refused to adopt a peak year when its emissions would have to stop growing and start falling.

The presence of around 120 world leaders at the end of the summit, including US President Barack Obama, is meant to inject momentum into reaching a deal to stop climate change after the end of 2012, when obligations run out under the landmark Kyoto Protocol.

NEW DELHI : Close on the heels of the two leaders’ meeting in Washington last week, US President Barack Obama called Prime Minister Manmohan Singh on Tuesday morning to discuss his new Pakistan-Afghanistan policy.

According to the Prime Minister’s Office (PMO), the two leaders in a brief conversation discussed the situation in Afghanistan and the steps that could be taken to bring peace and stability to the strife-torn country.

Obama is expected to announce a “surge” of thousands of US troops to fight the Taliban insurgency and outline an exit strategy from Afghanistan. The US administration is mulling over the military proposal to send 30,000 to 35,000 additional soldiers and Marines to Afghanistan, the largest single US troop deployment since the 2003 invasion of Iraq.

Obama is expected to make several calls to world leaders in the coming days to brief them on the issue and rally support.

“The two leaders also discussed the forthcoming summit on climate change in Copenhagen,” the PMO said.

The prime minister told the president that “India will play a constructive role in the negotiations and looked forward to a successful outcome”, the PMO statement said.

Indian Prime Minister Manmohan Singh said on Sunday that India was not ready for any change on Kashmir border, adding that both the countries needed to ensure peace while maintaining the present border.

In an interview with a US TV channel, Indian Premiere accused Pakistan of not safeguarding United States’ interests in Afghanistan, adding that it was not doing satisfying work in investigations of Mumbai terror attacks either. Earlier, talking to media upon his arrival in the US, Manmohan had said that operation against terrorists in Waziristan should be decisive. He had claimed that Pakistan wanted US forces to exit Afghanistan as it wanted its own control over there.
